To all colleagues:

　　Starting April 28, 2023, Jiebeitong Group officially begins its second decade of development, a new journey and a new battle!

　　We have clearly defined the overall goals for Jiebeitong Group's second decade: benchmarking against Huawei, pursuing independent innovation, strengthening our domestic presence, expanding internationally, achieving annual sales revenue of 3 billion yuan, annual net profit of 500 million yuan, and a market capitalization of 20 billion yuan by 2033. We strive to become a world-class listed company in low-carbon energy technology!

　　To achieve this ambitious goal, I propose the following:

　　 1. Reset achievements, maintain a clear mind, avoid arrogance and complacency, and start from scratch. Many employees made outstanding contributions during the first decade, but our current achievements are still insignificant. Anyone who becomes complacent will become a laughingstock. A proud army will be defeated; we must maintain a clear mind to progress more steadily and rapidly in the second decade.

　　 2. Be bolder, more diligent, more self-disciplined, and more calm. In the second decade, our competitors will be stronger, and the market competition we face will be more intense and brutal. We need to be braver, better manage our emotions and health, and make calmer and more stable decisions.

　　 3. Lead by example, take the lead, work personally, and work hard. For leaders, failure to lead by example is a desecration of their position. At the moment of charge, we must shout 'Follow me!', bravely fire the first shot. Civil officials should not be greedy, and military officials should not fear death. We, the people of Jiebeitong, will surely be the most valiant oilfield service army.

　　 4. Proactively learn, think deeply, summarize and refine, and improve skills. Those who do not proactively learn will find it difficult to perform their duties effectively; those who do not think deeply will only know what to do but not why; those who do not summarize and refine will find it difficult to improve their decision-making abilities. Each of us must proactively learn, think deeply, be good at summarizing and refining, and continuously improve our professional and leadership skills.

　 　5. Carry forward the spirit of 'four thousands', adhere to the three magic weapons, and focus on revenue-generating projects—this is the only way out. In the new journey of the second decade, we must travel thousands of miles to visit customers, try every means to solve problems, use thousands of words to promote technology, and endure countless hardships to overcome difficulties. Focusing on revenue-generating projects, focusing on customers' technical needs, reducing costs and increasing efficiency for customers, increasing income for employees, and increasing profits for the company—this is our only way out!

　　To all colleagues: In the new journey of the second decade, we will inevitably encounter more and greater difficulties and obstacles; we will inevitably encounter dead ends and desperate situations.
